How does my wife break into the PR industry, particularly in fashion?

My wife has a BA in Public Relations, but she graduated a few years ago and never really had a chance to use her degree. She has been working retail fashion for a few years and would like to incorporate that into the PR field. Any info you can give is appreciated. Thanks
